Domestic Energy Performance Certificates Scotland

From 1st December 2008 domestic property for sale in Scotland will have to be marketed with a home report. It is the responsibility of the person marketing the house to produce a home report. Private or Estate Agent.
From 4th January 2009 domestic property for rent in Scotland will have to have an Energy Performance Certificate made available. It is the responsibility of the building owner to provide this.

Energy Performance Certificates are already required new buildings
The home report consist of four parts.
Single Survey assessment from a
surveyor on the condition of the home
Energy Report on the energy efficiency and environmental impact with the Production of an Energy Performance Certificate.
Certificate valid for 10 years
Property Questionnaire carried
out by the seller of the home.
Selling your home from 1st December 2008 onwards requires an EPC to be produced.

Energy Performance Certificates are required only for new rental agreements on/after 4th Jan 09
The trigger is a new tenant

Renting your home from 4th Jan 2009 onwards to new tenants requires an EPC to be produced.
EPCs are not required for holiday lets provided the let (same occupant) does not exceed 12 weeks.
The same condition applies to emergency accommodation – an EPC need only be provided
should the tenancy exceed a 12 week period.
